First state elections was held in Punjab in December 2008. Fourteen states and UTs have been covered so far. Tamil Nadu saw more than 16,000 panchayat elections and added 1.4 million members. Bombay added 250,000 Panchayat codes are allotted to each and every panchayat and ward. Each panchayat elects a 5-member committee. President and vice-president are open category posts. Three posts are reserved: for women, Scheduled Castes and Scheduled Tribes, and OBCs and minorities.
In cities, there is a committee at every ward with 10 members. The process of training cadres is expected to take up to two years.
The state committee has a president and nine others. The president is in charge of media management and financial sustainability. Others take care of ‘Aam Admi Ka Sipahi’, training, office management, election preparedness and membership. Each committee member heads one department. The remaining assist the president in his job.
After elections are complete at the state level all over the country, a new national-level IYC committee will be formed.
